A couole of hundred yards could mean your cable is 300 or 400m longer than your neighbours. This will cause the difference in speeds.

You don't have a fault because your line is connecting within the estimated range for your line.

The neighbours line was BELOW the estimated range for his line, therefore the service is deemed faulty and an engineer visit was required.

A fault could have been a high resistance joint, a cable not crimped properly, poor termination of cables etc.
