I am paying for a broadband contract for Superfast fibre 1 which is supposed to provide 25-40Mbs. It has never achieved the advertised rate and is consistently <15Mbs. BT Chat have recommended the following speedtest which confirms speed issue. http://www.speedtest.btwholesale.com/.
Worryingly, at the end of the test there is a statement indicating that the max. achievable speed is 15Mbs. Have I been paying for a service that can never be fulfilled?
Could you post the connection stats from the hub.

Also check for noise on your line, 17070 option 2, best with corded phone.
To rule out any internal wiring can you connect to the test socket with a filter and see if there is any improvement.
are you having problems with hub dropping connection and maybe quite a few manual reset as you try and get your speed faster? your connection time is less than 1 days so must have been recent reset- manual or router dropping connection
you are in a banded profile due to connection problem and the DLM has taken action to stabilise your connection by increasing noise margin and dropping connection speed
are you sure there is not some line noise - it should be silent
