It makes no difference why or why not, the fact is it isn't and it won't be changed.
This thread is a repeat of your last thread which was going round in circles. It has been explained fully to you what the problem is. If you are not happy with that I suggest you contact BT directly and ask them to contact Openreach to move your line and see what reply you get from them. I think I know what the answer will be.
I would suggest that like your last thread this thread and any subsequent thread about the same problem should also be locked by the moderators.
