That is a BT66 junction box, the cable feeding it looks like a standard 5 pair cable, it SHOULD be in a duct, if it was DIG armoured cable it would be thicker than that. I reckon that either there is a duct and someone has tarmacked over the duct, Or it is armoured but the armouring has been cut short of the BT66. I suspect the former and that a bit of careful excavation where the cable enters the ground will reveal a duct.
