Perhaps you should go and ask the workmen who are on site that question, they are the only ones who will be able to answer. Be aware you might not get a civil answer though.
You would have to ask Openreach that. Things are often more complicated than people appreciate.

This is only a BT Retail forum, and has nothing to do with Openreach. The same would apply to other providers.
Its Openreach that own and maintain the external network.
This is a BT residential customer to customer forum. Your post does not go to BT. The only BT staff are the forum moderators who do not necessarily read all the posts.
