Fibre unavailable

We had moved to a new build property in 2015, we are yet to get high speed internet, stuck on the 2-8mbs connection. realistically we get less than 1MB speed. None of the service provider is enabled to provide fibre broadband. It is getting increasingly difficult to work from home while kids on online or catchup TV programmes. 2 years back open reach laid the fibres, however something else is missing for them to enable Fibre to houses. Below is the status we see on the Openreach website for the last 4 years .

We don’t have plans to upgrade your area yet. But we’re working with Government and industry to change that.

The postcode we live is CV346NY. Any idea when this area will be enabled for Fibre or do you know whom do I need to reach out to find what is the delay?

It is up to Openreach to "upgrade" the Fibre infrastructure.

You don’t say if BT are your service provider ( presumably you are otherwise why are you posting on a BT Consumer forum ) but , BT have no more or less influence on a Openreach to upgrade infrastructure in your area than any other service provider, there may well be reasons ( practical and/or financial) that mean an upgrade to either FTTC or FTTP in  the short term is difficult or not cost effective,if you have filled in the Openreach formwize , then all you can is wait for the response.
The USO on broadband (whenever introduced) will give the ‘right’ to expect 10Mb download, but if that is currently available by 3/4/5G mobile then that may not be of benefit.
