Ok then yes that comfirms that providers will only be able to offer you a full fibre service over the Openreach infrastructure.
This restriction will also kick in when doing a broadband upgrade or moving to Digital Voice.
Some providers such as BT Consumer do offer a phone service that runs over the broadband connection (e.g BT Digital Voice)
