How can I tell when fibre is through to my pole

I have seen black thick wires coiled up to a dome on a close pole feeding down from the top but no box at the top.  Does this meant there is fibre and who do I ask?DE39F5AE-F201-4ACF-958F-292040BA46AF.jpegB6812C4B-C517-464E-BA7A-13134407E4C6.jpeg

That’s an MC31, or possibly MC32. Can’t quite tell. 

Either way that’s nothing to do with FTTP, they’re Obsolete Copper Joints BT/Openreach stopped using mid to late 90’s.
