as you can see you should be getting at least handback speed of 51mb so far higher than at present

you never said if you are connecting direct to test socket with a filter or if there is any noise on quiet line test  both of which could cause a speed problem  ensuring problems exists when using test socket could save you engineer callout fee of £85

If the cable in the pavement as you put it was faulty and I assume you’re referring to the individual cable that only carry’s your dial tone from the DP to your house they can replace it.

Usually they’re are in ducting, providing there’s no Blocks in the Duct they can just cut and draw the existing cable.

If it’s a DIG, Direct in Ground Cable, which is common with housing Estates built during the late 1960’s to late 1970’s then Openreach have the right to dig up the pavement to replace it as part of the USO.
