my BT Faster Broadband is cutting out when there is cold weather
3 Engineers have investigated the problem, still failing
I believe the problem is becaue of low quality old cables to my house
How can I get Openreach to replace these?
You can't. Only Openreach engineers can decided if they need replacing and as you have already had three engineer visits and none of them have said that needs to be done it looks like they are happy that it is not the cause of your problem.
as long as your phone works ok then yes probably
there is no requirement to provide broadband and at worst openreach just refuse to supply your line with broadband - so you cannot demand to get line replaced
as GG said 3 engineeers have not said that is the cause of any problems
I know something is broken because the 3 engineers all found errors on my line
The problem is not in my house
The problem is not the exchange nor the cabinet
That means the problem is in the 2.8km of cable to my house from the cabinet
