I would have thought that you should have been able to order a phone line and ADSL at the same time but it may be the case that you have to get a phone line first. Once the phone line is installed you should then be able to see what broadband is available and you may be able to get fibre without getting ADSL first.
Try contacting the Options Team 0800.800.030 and seek their advice. Make sure that if you are ordering it that you do it online or clarify with the Options team that if they take the order from you that you will qualify for any broadband deals that may be running.
