Thanks for the prompt response but Openreach won’t get involved as the property is occupied and not in the development stage.

Then the individuals just each need to place their own order with their chosen supplier.

As @licquorice  has said, its the tenants responsibility, not the landlord or building owner. Once they place an order, Openreach will determine the routing.
