The past week our download speed at peak times has plummeted to around 4mb. It's rendering the internet almost useless, I've spoken to the call centres to no avail and from research have found out that I'm unlikely to get anywhere with them regardless. It appears though that this is the route to go down?

It sounds like exchange congestion in which case neither BT Retail or Openreach can resolve the problem it is down to BT Wholesale who will be already working of a capacity increase this can take from a few weeks to several months dependent on what work is needed to increase capacity all you can do is wait meanwhile please run this speedtest when your speed is low
Can you use this speed tester then carry out the further diagnostics and post back a screen shot of all the results including your IP profile for up and down. This test must be done with a wired connection. http://speedtest.btwholesale.com
