You are currently getting 52Mbps. It would be an extremely odd fault that would cause your speed to drop between 44 and 33. It will either be well above 44, or well below 33. I.e it doesn't matter what provider you choose.

A quick look at street view , on the face of it , this cul-de-sac ought to be a really easy ‘win’ as far as OR FTTP is concerned, houses obviously ducted feeds ( so no obvious excavation costs ) , and ‘jointboxes’ either side of the road presumably capable of housing CBT’s, so missing out this cul-de-sac does seem really odd given the closeness of other property that does have access to OR FTTP
If OR have already replied with the standard ‘ not in our plans’ you ( even if it’s not going to change anything ) could try contacting OR at a higher level ( CEO ) and may get a more detailed reply as to why this cul-de-sac wasn’t done at the same time as very near neighbouring property’s were…best guess ( if it’s not simply an oversight, they should have provided CBTs but didn’t ) is that the ‘spine’ network was incorrect dimensioned , and that although the chances are the addition of 2 , 12 port CBTs would comfortably provide capacity for these 22 properties, there isn’t the capacity further back in the network to enable them to be provided ‘lit’, and the costs for providing a new or additional spine cable doesn’t ‘cost in’ for the additional 22 houses it would service.
