I dont understand how new builds get FTTP first but for old builds we have to wait and being stuck on FTTC..

Policy change, property developers need to include it on their plans they can also install the infrastructure at the same time as doing the rest so no costly retrospectively digging up pavements and roads on the developers site ect....

Its not really difficult to understand, new builds initially don’t have any communication infrastructure at all , why would any network provider install a copper pair network, to simply discard it and replace it with FTTP  a few months later ,  something like providing communication infrastructure, you do once , copper pairs  then FTTP on new builds would be a complete waste of time , money , and resources
