Slower download for faster upload?

So I moved from Vodafone to BT on the idea that I would get around 5mb upload speed, but am currently at 3.26mb. I use my upload for work so it's pretty important and 3.26mb is barely useable.

Does anyone know if it's possible to get BT tech staff to swap some download speed for some upload or something like that?

can you post stats from your router  if hh6 then advanced settings then technical log information

can you enter your phone number and post results  remember delete numbes  this will show esttimated speed range  http://dslchecker.bt.com/adsl/adslchecker.welcome
