I have to agree with @iniltous , the stats don't really stack up. Not least the discrepancy between upload and download. If the download was truly 27M I would expect the upload equivalent would be approximately 5M not the 1M showing.

I've tried the Huawei solution (£16 from eBay) and it works!  Two Circet and two Openreach engineers (with a third one due on Wednesday) couldn't crack it, but you did, so thank you very much 🥂 ❤️.  Only with the latest hub that EE sent us, though (EE Smart Hub Plus); the BT SH2s didn't work as they don't appear to have a LAN port 4, which the EE one does.  Now just need to dispose of the 3 BT hubs and the small collection of Home Phone Adapters...

Don't throw the old BT equipment away. BT will no doubt ask for them back at some point and if you do not send them back you will be charged for them.

If you call BT 0330.1234.150 you can request that they send a returns bag out to you so that you can return them.

 It is not unknown for BT to charge you months later stating that they did not receive the equipment. Make sure you keep a copy of your Proof of Posting and if possible take a photograph of it in case you somehow lose the paper copy.

Thanks, all. No, by "dispose of" I meant "persuade BT to give us the means to..." In fact, the business had an even happier issue today: we had another Openreach visitor, our 5th engineer visit since 11th February (if it's Wednesday, it must be Openreach day), who announced his intention on arriving of not leaving until the problem was properly sorted. 3 hours later, after he had checked everything at several points between the cabinet and us, he left messages on what he described as "Facebook for Openreach engineers" (but with fewer pictures of adorable dogs, presumably), and somebody, somewhere, in some back office, flicked some switch or amended some settings (he knew not what) and now we have an EE Smart Hub Plus that connects direct to broadband, without any ingenious piggybacking on the old Huawei router.
We now have a call booked with an EE manager this evening, which will be an interesting one. I had demanded a deadlock letter, since we reported the problem over 8 weeks ago and I thought the Ombudsman would like to know about it. Going to be talking about compensation, among other things.
