Have  you  connected modem to the broadband socket on master socket then conenct to wan port on billion. You need to set username to bthomehub@btbroadband.com and password bt and see if it connects

The ECI modem will be completely locked and not configurable, just plug and play. TR 069 is a protocol for BT to access and update firmware on the modem.

... which should work fine hopefully?

... which is no longer necessary/used for this old device?
