Are you sure that you are as close to the cabinet as you think? 

If you are,then as others have said, you need the problem investigated.

Just did the quiet line test - all clear.

I'd estimate 250-300m to the cabinet but when the engineer fitted the master socket a couple of weeks ago he said 150m was what his test gear showed.

Yes - you have a problem. Looks like the profile still thinks you are on ADSL. It needs a profile reset.
