Wow I echo @pippincp comments about noise margin. Have you tried using the test socket with a filter to see if that makes any difference
even your max attainable is only 26mb

Stats from test socket not any better so I have asked mods to help - they are BT employees - and make sure engineer turns up on Thursday. Mods will post here with link to a form you need to complete
