that's why I find it strange that you have line noise after 6 engineers have checked your line
what about other sockets in other rooms
looks like another engineer to find and fix the line noise
see if mods can help you after reading this thread and get engineer visit especially as you say there is line noise and also the problem when you conencted a phone mods will post here

@jgoodwill I called there but missed you, when testing the connection I can clearly see the drops on the connection and the the mean time between errors are a real concern. I'm so sorry this hasn't been fixed yet, it looks like a network fault and I would like to organise a broadband boost engineer rather than a wholesale SFI engineer who have been before.
I'll be back in the office tomorrow afternoon would it be suitable if I call you back then to organise this?
HI That would be fine anytime after 6pm would be fine. If it helps i have plugged in a landline which i can hear noise through. If i dial out then hang up the noise clears and the speed comes back this sound like a potential HR fault on the line which many other engineers have tried to fix before. I have also done some reasearch and wondered if it could be a "Wet Joint" as it gets alot worse during bad weather.
