joined bt 26 day ago from day one constaned disconnecting so speed dropped .called bt twice waste of time. live chat waste of time .on sky 38mb down 9 mb up solid .connected for 7 days now but no change in speed ip profile is stuck i think ..

Your profile is not stuck the ip profile is based on your connection speed not other way round so to get higher profile you need a faster connection speed. You need to stay connected 24/7 and DLM will start to reduce your noise margin down to normal 6db with increase on speed nearer attainable
No you can read other posts and it can take a few weeks for it to happen. It also takes into account line errors not just connection time. Unlike adsl it needs an engineer visit before you can get DLM reset.
Your down noise margin in stats is 9.9db which is high and reason for lower connection speed so need to get down to 6db which will increase connection speed nearer attainable
Have you had a few resets or restarted manually or maybe both? Just you said joined 26 days ago but uptime is only 7 days
