local network error exchange and overhead wires faulty

hi im on bt infinity 2 (79mb download and 15 upload) iv had an issue with laggy speeds for 5-6 month after over 50 phone calls i finally get told theres a critical error with the local network at my exchange ran a few speed tests at 6.20 am onwards results are

 

test 1

download 0.21mb

upload 0.07

ping 256ms

 

test 2

download 30mb

upload 15mb

ping 0ms

 

test 3

download 28mb

upload 15.07mb

ping 38ms

 

test 4

download 29mb

upload 15mb

ping 0ms

 

i was told that an engineer is on the case and should have been fixed 27/10/2013 latest so i called on the 25/10/2013 for an update know its change to the 31/10/2013

 

as a paying customer im enraged that iv been told everytime that i wa wrong and there wasnt an error so much for the customer is always right

 

im an avid xbox and pc gamer and i notice the difference in speeds etc

 

is there anyone that can give me an insite into anymore details or if this has happened to anyone else before
