this was tested at 16:20 today, and the slow  down don't normal start till 18:30

The congestion will be further back in the network, not at the cabinet.

can you post current hub stats. Just the last btspeedtester diagnostic test shown download of 18mb but it also showed a profile of 20mb suggesting your connection speed is very low compared to normal

the other day my profile was showing 20mb download the other day when I rang bt ,but later that day it was back up to normal
