Your noise margin is a little on the high side which explains the loss in speed. Try connection to the test socket with a filter and see if it improves.

 

Also do a quiet line test 17070 option 2, any noise report a line fault on 151. Do not mention broadband.

no noise detected on the phone line.

 

i plugged straight into the test socket with a filter and this is the result:
