Does BT have an outbound retentions team? I'll be switching to EE soon but I'm surprised not to have had a call from BT to try and keep my business. I have had this from every other mobile company that I've been with.

You have to call 0800 800 030, they deal with existing customers.
That would depend on if your marketing preferences allow BT to call you, unless you agreed you won't be called.
Also a PAC takes 72 hours to use, the window of opportunity is a lot smaller than switching broadband.
