Dialling tone is pulsed indicating a message

My bt6510 nuisance call blocking phone will not stop giving a pulsed tone that indicates a message has not been checked out. On dialling 1571 I am advised that there are NO MESSAGES and pressing 3 to delete any messages results in nothing.

How do I get rid of the pulsed tone and revert back to normal continuous dial tone?
