Do I need to give 30 days notice

I will be requesting PAC codes for two mobile phones before the price rise comes into effect, both phones are out of contract so do I need to give 30 days notice or does that only apply when you are still in contract?

No, not when using pac codes.

A PAC or STAC will terminate the line.

As long as you're out of contract your final bill with be pro-rata for the days you had service. If you're in contract you will have to pay the line rental for the remaining term.
