Mobile Data Only Working Intermittently

My mobile isn't able to use data. It's fine on wifi and sometimes data works fine but others not.

e.g. doesn't send or receive whats app or snap chat messages.

Sends messages when I'm back on wifi but sometimes there's a delay of many hours.

Voicemail messages are so quiet they're inaudible even with the volume turned up

I've followed all the resetting instructions on BT. It's an iphone 7

Any suggestions please?

It could be the APN settings or it could be that Whatsapp (I can't comment on snapchat) is set to use Wi-Fi only, check the settings to see if it is allowed to use mobile data
