"you have reached your maximum spend cap"

I have an iPhone 11 with a Swedish eSIM and UK SIM. When I call using the (primary) UK SIM I get the message: "you have reached your maximum spend cap".

This is not the case, though, since I have hardly used the mobile yet. I saw this issue had been resolved before, but I did not get where to find the solution?
