How to get Openreach to fix a broken street cabinet?

Hello, can anyone help? Back in June the fan in the Openreach cabinet outside my house became defective. It makes a very loud very piercing noise 24 hours a day. I raised it as a report with Openreach in mid June. They sent someone out who said it was just because the weather was hot but they would keep an eye out.  Nothing changed for a week so I called back. Another engineer came out and said it was broken but she was the wrong sort of engineer but would log a job. Nothing happened. I called back a couple of weeks later to learn the job had been closed. Was then told that I had to raise it through my internet provider not Openreach. Spoke to them (Fritz). They said it wasn’t their job and that Openreach charge for call outs if they don’t find a problem. Provider said I would have to pay. That seemed particularly unfair but it also seemed odd that they would have to raise an obvious problem with Openreach equipment. So I called the usual number (same as all the other times - a call centre in India)  to report faults and managed to get through to a team leader at the call centre who told me they are actually the billing department and so have no authority to do anything other than take calls…Raised a complaint to Openreach online but no response as yet. A could of days ago I spotted an engineer nearby and asked him. He said it was obviously broken but he’s not the right sort of engineer - it needs to be dealt with by an electrical engineer and the only way to get to speak to someone with the authority to do anything is to complain. This was been going on for two months now. The noise is so constant and so penetrating that we can’t sleep in the front part of the house anymore and my wife and I are sleeping on camp beds in the living room. This seems so unfair and the response from Openreach so rubbish. But I’m running out of ideas - the only thing I can think of is taking legal action but that seems absurd. Does anyone know how to get in contact with an actual person with the ability to get what is a simple problem fixed and help us escape this nightmarish doom loop? Thank you in advance for any advice.

I would contact your council, they probably have someone responsible for noise abatement.  Nothing works better than the culprit (in this case Openreach) getting regular fines!


I only learn by making mistakes and owning up to them - boy do I learn a lot!

Agree, go down the environmental noise route if it’s making everyday life unbearable.

Nothing to do with BT, BT and Openreach are not interchangeable terms , although I appreciate you have already tried to report this to Openreach directly , and even your  own ISP ( they gave you  nonsensical advice ) 

Openreach  are the appropriate company to report their equipment to, their website has a way to report potential hazards to the public

Thanks for the responses. I’ve tried the Openreach website, and the bot, and called the number on numerous occasions (that was what all the stuff in my original message was about). Jobs logged, engineers dispatched, engineers logging jobs subsequently and then nothing. 

Wasn’t sure of the BT/Openreach links so knew this forum was a long shot. But felt it worth trying - there must be someone somewhere who has some ability to do something. 

Thanks to others for the suggestions on the council noise abatement team. Will give that a go - nothing ventured etc
