Hi, welcome to the forums.

As it happens, this particular scam has been around for many, many months. Scammers tend not to call the same number more than once (unless they get some form of result), hence the call can seem to be new.

The scammers use VoIP technology and spoof the calling from number - hence is not real and can't be blocked. However in this case the whole of 020 4x range has not been released by OFCOM, so there is a possibility of it being blocked for now.
