I tend to be just inside 700 minutes per month but sometimes over by a relatively small amount. If I sign up for the 700 minutes plan and go over 700 minutes in any month, what tariff is used for the excess?

It's hard to tell based on the current consumer price guide.
One would assume the PAYG rate of 20p per minute.
See page 25 - https://www.bt.com/assets/pdf/BT_PhoneTariff_Residential.pdf
If you exceed 700 minutes, you would then pay 20p per minute
If you exceed 700 minutes 2 months in a row, BT would upgrade you to unlimited minutes.
