Only BT broadband customers can subscribe to BTTV, as the broadband is a requirement the contract/discounts are aligned to match the BTTV minimum term.

No, you can have BT broadband without BTTV, you can not have BT TV without BT broadband.

With the flexible TV contracts if @jam2000  flexed from one Flexible TV pack to another within the minimum term then the minimum term  of 2 years would normally remain from the date of the original (first) TV pack being taken out. If a TV box upgrade was involved then a new minimum term would I believe apply.
so really find out what the charges are for  and if it is because of any orders check the communication received with the order(s).
