Charged 42p twice for 2 calls landline to Mobile

Seems rather a lot when the mobile wasn't answered.  I was only ringing my mobile to see if it was ringing properly.  Should I query this or is it correct?

Its a 23p setup fee for each call, whether its answered or not.

You would have to delve into the tariff guide to find out that, as there may be a minimum charge.

Did the call go to your voicemail service? If it did that is the same as the call being answered.

No I don't believe so. I presume it is a minimum charge thing but I won't be making that mistake again.
