Another quick call to CS for clarification - slightly different version of events. Apparently according to the Openreach history, they were sending the emails to the wrong address for the landowner. They then phoned and received the correct email address on 12th May to which they sent the documents, so it's actually been 9 working days, not quite 'since September'.
This time advice is essentially to find out the landowner myself and try to chase them on Openreach's behalf. I have no idea how to do this though, any ideas? Land registry is not helpful - no details in the title register/plan for the property about the footway owner.
Just want to say that all the BT reps I've spoken to throughout have been extremely friendly and done their best to help, even if the information has sometimes got a bit confused in translation. 👍
