BTlike many otherISPswould rather not offer any good deals to retain its customers because they know that the vast majority will just stay regardless and probably not even look for a better deal in the first place.
Because all theISPseem to do this they know that for every customer they lose they will attract a new customer from one of the otherISP. It's swings and roundabouts to them.
