Free Fitbit Charge wasn't honoured. Why?

I ordered a BT package 03/03/19 including complete Wifi. Made contacts regarding where was my voucher to claim after 14 days from going live? I'm being told after several enquiries I'm not eligible. Anyone else have this disappointment?☹️
