My mother died, trying to close the account, BT insists it has to be paid to end of contract. Why?

Title says it all really - my mother died, we are trying to end the contract. My step dad could take it over but we do not want to do this, or see why he should have to, as all bills and contracts were with mum. BT are insisting that we have to pay for everything to the end of the contract, including a mobile phone which no one is using any more. This does not seem legal but I hear BT have form for this. Any suggestions?
