I switched to BT on 5th March 2019 and have Broadband, Phone and TV all working but my Account is still showing as open order preventing me from making any upgrades. Can anyone offer a reason. Could it be that BT are awaiting the final bill from my previous provider.
It has nothing to do with any previous supplier, BT systems have no bearing on other ISP's.
It's most likely a single part of the order has failed to close, as your services are working it's not service impacting, best action is to call 0800 800 150 and speak with the connections team, if they can't fix at first point of contact they'll refer it to an offline team to fix, shouldn't take longer than a week to fix.
