i was looking to get BT into my home, however a few years back my phone line to the house was brought down by a tree and has been snapped and off ever since. (half of it) is still wrapped round the pole. i was wondering will i need this to get only fibre broadband into my home ? and if i do need it will i be charged to get this installed as a new customer ?

Most broadband packages include free installation if required, you'll be told at the point of sale before the order is raised.
FTTC (fibre to the cabinet) or ADSL (copper broadband) will use the phone line, FTTP (fibre to the premises) won't, again that will be listed when you order, raise the order and see what the system detects, you'll need an engineer booked but that will be done at the order stage.
Despite what @-Richie- has said, you will need a working pole before you can order full fibre.
