No matter what the excuse is its not good enough, i now have to delay my move into my new flat until the phone line can be installed as i dont want to be without internet again. my landlord said i can move next weekend instead of this week if i want so i think i will just change providers and be done with it, had enough now.

Unfortunately changing providers is not going to help you as they all use Openreach unless cable is available also you would go to the bottom of Openreach's work stack delaying you further
I would strongly recommend you stick with the mods and they will get this problem resolved

Openreach are quite happy to give a poor standard of service to other ISP's not just BT.
