This does not work for me.

So, therefore, it is impossible to downgrade. There is no option to downgrade. Always only upgrades available.

You need to try harder. I don't hoard old bills but I found a 2014 email which indicates that my monthly charge increased by 88p in five years, during which time included evening/weekend calls became anytime and broadband speed went from 20-odd to 60Mbps. Not a bad deal for a few phone calls and asking nicely.
