change of plan/cost

After having nearly a month of call outs from engineers BT corrected my line fault and a lady from Customer services called to say I was being offered a new package, so think about it and call back or alternatively ring 150 they'd have all the details. tried calling 150 practically everyday for the offer but just rings out. I went onto chat and they said they couldn't do the deal I had to call 150. 

where do I go to get the deal offered?
