Are you connecting by logging onto the BTWifi hotspot using the BTWifi app and are you able to surf the Internet on your phone?

 

If you can run a speed test with the BT tester http://speedtest.btwholesale.com/ and post a screen shot of the results.

 

EDIT: Have you taken your laptop to the hotspot and tried connecting there?

Yes, I connect onto the BTWifi with FON using the app. Yes, I can surf the internet on my phone but I still get the same problems as my laptop does with my phone in my house/home. If my phone would have worked then I would have tethered it but not really. Only works when I'm really outside.

I will do the tests tomorrow as I do not want to risk going outside looking sketchy and besides I might get robbed.

And yes, I took my laptop there and it works perfectly, it is literally like 20 metres away from my door.

It would appear that you are just out of range for the signal and it is being swamped by the other BTWifi signals that are around.

 

If it were me I'd be more interested to know why I couldn't get better speeds at my own address.
