I have updated to Norton on my PC, Samsung phone, and tablet.
But apparently cannot install Norton on my wife's perfectly servicble Samsung Galaxy TabS2 running Android 7.0. and cannot update the Android version.
Is there a workaround?

No. Android must be 8.0 or later.
You could use one of the many free AV apps that are available from the Google Play store.
Yes, but it seems to me pretty poor service from BT to cut off so recent a version of Android. Phones people change frequently, tablets far less so.
Android is now on version 12 which is nearly 6 years advanced from version 7 which was introduced in 2016 and in Android operating systems is a long time.
Norton have obviously taken the decision not to cater for such an "old" operating system and as BT have decided to go with Norton your only option is to use another AV product or update the operating system if possible, which you probably won't be able to do because Samsung have decided not to support the tablet any further with Android updates so you could just as easily blame all three companies.
