Parental controls not working but saying on!

Help! Beyond desperate now! 
Have spoken to a advisor via chat, looked at all the relevant notes online, checked and changed go knows what but my parent control just are not blocking anything! 
They say they are on but don’t work. I’m so confused, I have a 11 year old and terrified he will see thing he shouldn’t just yet!

can anyone help? Please please please 🙏🏼
