The headings in mail folders are From / Subject / Date / 'Flag' / 'Attachment' / Priority.

You can not add to or change the column name/headings.
You will find that the heading "To" is visible in your "Sent" folder because it stores the emails that you sent and therefore is relevant as against the "Inbox" which stores the emails that you receive so "To" is not relevant to that folder.
That's unfortunate but thanks anyway.
Alternatively, use a proper mail client rather than the abominable webmail.
