I'm having exactly the same problem, i've tried shutting down, turning on and off, deleting old emails, repairing outlook and it's still happening. It started yesterday.

This may be a total coincidence, but I did receive an email from Microsoft a week or so ago which stated that some third party mail apps would be incompatible with Outlook (which I use through Office 19) unless the security arrangements were updated. I took no notice and two or three days ago, I couldn't send any messages from my BT Mail app on Outlook. (Hotmail and Gmail did work OK but completely different mail servers.) For some unknown reason I also couldn't send anything via BT Webmail. No matter what device I used, I got the "too many messages" error. On further investigation, it turns out my BT mail account using Outlook is incompatible with the version of Office I was using. Out of desperation I upgraded my Office suite to a later version, and lo and behold, my BT Mail was back up and running from both Outlook and BT Webmail service.
I'm happy it all works, but haven't a clue as to why it happened in the first place...

Mine is now back with me making any changes. I use Apple mail on IoS devices and MacBook.
on the former, iPhone and iPad, I continuously got the “Too many…” error msg when sending mail to anyone. I was receiving mail from elsewhere in my inbox though. Send msgs we’re stuck in my Outbox.
On my MacBook I could send and receive emails.
similarly using BT webmail I could send and receive.
All were using the same router and ISP etc.
So I don’t know who changed what where but the fact it suddenly cleared and is now ok strikes me as the cause was a glitch at the server end. Probably fat fingers!
as I said all good now though.
