Cannot get withheld number taken off landline account

Could a mod please respond and help me out here please?

I manage affairs for my elderly stepfather, and he is having problems calling his Doctor as they will now not answer withheld landline numbers.

His number has been withheld for years, and he called the BT help number listed to have it removed yesterday but was told it can't be done for some reason despite speaking to two operators?

Until you get a fix pre dial 1470.
